This is a posable action figure from the Nendoroid series.

Stocking, the slightly more sensible of the two Anarchy Sisters from “Panty and Stocking with Garterbelt,” is now an adorable Nendroid! Stocking is about 10cm tall and has three interchangeable faces: a sober look, a crazed look that’s perfect for when she’s experiencing a craving for her favorite sweet treats, and an angry “battle” face. She also has a delicious dessert and a fork to eat it with, and of course her two swords, Stripes I and II. And of course her plush feline friend Honekoneko is along for the fun, too! Some extra limbs and a stand are also included. She’s ready to meet you–are you ready for her?
